Take the lower stone promenade where the city meets the water and catch the summer buskers, fire-spinners, fiddlers, the odd unicyclist working the crowd. Grab a bench for the floatplanes by day, or stick around for the real payoff once it's dark: the Parliament Buildings switching on thousands of outline lights, reflecting across the harbour with the Empress glowing behind you. Tip a busker a couple of coins if one earns it; the postcard is free. Give it about an hour, then downtown is at your back for the next stop.
