Five minutes from downtown, it costs nothing. Bring a blanket and stay longer.
There's no obligation to walk the whole park-to-sea route; a shorter loop past the play areas works just as well for anyone under four feet tall. Keep everyone back from ponds and coastline edges. The sea extension is a nice bonus, not a requirement you need to defend later.
